I've never seen any time where a vehicle drops 3 top speed power ups for totaling them on PS1. This is the Dreamcast version by the looks of it. I know for PS1 the time stop creates a glitch depending on what's frozen. It can make the alligator constantly float and follow you even on land or even keep permanent bear hug mines as well. With hilarious results. You can see footage on my channel.
There was a disk for the ps1 called "code breakers" where you can place hacks on this game. I remember using it to place the rapid fire on v8. I remember using it for slick Clyde would crash the game

if only my game wouldn't freeze when I used rapid fire on specials. lol
If it's the Playstation release, it would mostly.. Just runs out of VRAM constantly why I don't hack that release.
