2:30 reason why the buildings are shoved under the ground is for a lot of reasons. Game devs to save time and memory, will make 1 model of something and then adjust it to fit the situation, in this case shorter and taller buildings. Asimo, decided that he would make 1 model for each building, but make it ginormous and adjust the height by dragging it underneath the ground. This is apparent in almost ANY video game. Classic example is how in Elden ring, there is a 2 platformed shelf, and then later on you find a desk. That desk is just the shelf model but dragged underneath.
