It can regenerate but only to some extent. First the offending factors (like calculus) should be removed. Then the regeneration should be facilitated (like with the help of graft)

The regeneration potential of our body depends on the availability of undifferentiated stem cells. And the quantity of these stem cells decrease with age, therefore regeneration needs support and cannot always be spontaneous and complete.

Yes, inflammation can reach pdl through 3 ways and through bone is one pathway. In most cases , pdl attachment loss precedes bone loss
