In my country that would be at least 3 o 4 weeks works of visiting public offices and getting no solution at all, and of course at least 2 o 3 bribes to the cops to not go into jail for having an stole vehicle with you :P

This has nothing to do with your story, but once while filling up at a station, a dude on a CBR pulled up next to me to fill up. I complimented him on the bike, and he got very defensive/weird and jumped on and rode off without getting gas. After he left my gut told me it was stolen and he was not looking for attention or questions.

This is a good reminder b/c in early 2022, the only deals on FB & CL that seem reasonable say, "No title but good VIN." I've been thinking it might be ok to spend $2K on a used 600 sportbike in that situation. I don't want to support thieves, but I was hoping maybe I could benefit from some people who did not follow the correct procedure. No free lunch, I guess.
It's easy to see how the free online databases might get purged of old records, but the state's more thorough VIN check would find a problem.

Ironically the system the police use to check at the salvage inspection is an enhanced NICB. NICB has a mirror image of the police system but it's never purged. It doesn't have to involve an insurance claim to be in the NICB system. My area of expertise if you have any questions.

He sent me the Certificate of Origin from Kawasaki, apparently it had never been registered OR titled so I couldn't do anything with it. The original owner had to jump through hoops to get a title. 3 months went by before I was able to get one. From now on I will personally verify the title and VIN!

The way you guys do things over there confuse me tbh, is a "title" different or the same as a pink slip? We have a log book (V5) for each vehicle to show the current and previous owner, and the VIN, number plate and other info on the vehicle itself, it's rare to have vehicles for sale without them, but it does happen. We have a thing/company called an HPI check, where for a fairly small fee you can find the history of the vehicle and if it's been in accidents or been stolen.
