Listen to the voice carefully and you can hear him shifting his voice around erratically at times. And it was further augmented by a vocal effect. This, combined with him trying to make him an interesting character and Eric Saward being the master of good character writing makes the Cyber Leader seem a lot more emotional than he should be. But it's really awesome.

Earthshock is the point at which fandom collectively seems to have gone 'Fucking hell!' and I was not immune to this - even being too young to have seen them before.
@@Disdemve We don't see ANY Cybermen at all in the entire first episode of "Earthshock", nothing to indicate that they're in the story at all. And John-Nathan Turner took pains to make sure the BBC did not spoil that either, with nothing in the _Radio-Times_ saying a word about them. Throw in the serial's shocking ending, and it doubtlessly had fans talking for weeks.
Both The Cybernen and The Master failed continuously in their efforts by letting The Doctor live long enough to suffer for past defeats. A recipe of disaster for the villains because The Doctor always outwits them.
He shows a lot of emotion for an emotionless cyborg.
