Sorry for the late reply , if we create the two policy with the same settings with different parameters like the domain leve we need to apply the password policy the maximum length is 14 characters and for other business ou we need apply the password policy with the 8 characters. And the Domin level policy is enforced at domain level. Here it is how we can apply the two different parameters on the same settings

You need to enforce the 14 characters policy and 8 characters policy at their respective OU. Please be informed that the higher precedence is at OU level. So, the OU level will be applied at first.
