so to get that, you need to find an underwater structure which has a 1/100 chance of replacing another one, where you have to navigate through an underwater maze similar to whispering caverns, until you reach the end, where you'll find a small temple similar to the one in othrys, with a statue of zeus. You enter a dialogue with zeus to get Zeus' Vow. What that does is just increasing your stat efficency a bit, in exchange you lose a tiny bit of health each time you attack. the lore reason behind this is it's an attempt by zeus to come back to life, by absorbing small amounts of life force from those who take his vow
