This operator gimme a headache when i did the monthly squad on IS. You must change your mind if wanna use it, and even with he slaking on damage due the second skill, could be interesting for some situations. After the runs of IS, i probably not build him, or just for memes.

Do you mean record restoration mission? Who Is Real doesn't have record restoration yet, so you can't access the mission now. Probably will be added months later. When the record restoration comes, you'll see the missions. Hope this helps.
Not for no reason. His explosives explode even slower than W's S2 mines, so they can almost never be used against moving targets that are faster than defenders. With that kind of weakness, Meteorite is almost always a better pick.
