siege mode still makes a no kill zone next to the scorpion as well makes the time to travel easy to avoid for any unit with speed > 12

The massive damage debuff is what puts me off. The biggest thing which the scorpion brings to the game is massive splash damage and reducing the amount of damage makes it less appealing.

That nuke at Round 9 was so misplaced, it would've actually made a difference if it hit anything other than like 2 marksmen on the backline that was such a blunder

He's talking about it like it's pretty normal for both sides to pick wasps in unit drop round. Which seems to check out. That's the situation where you don't want to be the only one without aerial spec.
