YES THIS. Plus, Erwin already settled on ending his journey as he sent the recruits and himself straight to death against the Beast titan. He made peace with this decision. That's why when Levi was recalling his conversation with Kenny (people had to be drunk on something to keep going forward) the best decision to go with would be Armin as he still had the drive and dream to go beyond the walls. Not saying whether Armin or Erwin was the "correct choice" as it differs from person to person, but for the sole purpose of furthering the scout's mission Armin was the better pick here.
I don't think thats true cause Armin literally gets to see the Sea at the ending of the season. That'd mean he'd have nothing to drive him either in season 4 lol

Bertholt was actually supposed to be the best amongst them (Them being reiner, Annie and crew)... He was just quiet and low key. That's the reason he was able to hold his own against Mikasa. There are a bunch of small hints throughout the story so far.

You're right. As far as we've been shown, Erwin was the logical choice. But everything happens for a reason in the end. And the final decision was Levi's. Look how Isayama puts us in the commitment to think about what the best option would be. haha It plays with our minds and emotions. In my case, the option of choosing Erwin seemed logical, but on the other hand, putting myself in the protagonist's shoes, I preferred that they save my best friend, no matter what. Hard chapter. So Levi made the choice not to bring him back.

Intentionally or not is up to readers interpetation. Could Erwin be simply reliving the memory and raised his hand in the exact second Levi was about to inject him by accident? Yes. Could Erwin also be reliving that memory but at the same time hearing the whole conversation and getting last of his strenght to lift his arm up so Levi dosnt inject him? Also yes. Anyways, in both cases it was Erwin that accidentaly or not turned it down. If Erwins hand didnt move Levi would inject him.
