And btw, he was the one that asked the cops if he could pull over to avoid blocking traffic. Based on the current law I think the cops are right. But the ATV rider says he registered the bike as street legal so he can ride on public road. I’m not sure if an ATV that is registered as an street legal are allowed to ride on public road and street or still have to ride on public unpaved road.
Neither are motorcycles the distinction in most laws across this country is that 4 wheels makes it a "car" and subject to all the federal requirements to be street legal. That's why you see all these Polaris trikes popping up. They are cars, but that fourth wheel is taken off to bypass the laws.

If this is a motorcycle only restriction for a special event, then the officer is correct. A 4 wheel vehicle is not a motorcycle. Same goes for 4x4 trucks and Honda Civics. Arguing about the registration is pointless. It is either a motorcycle or it is not. 3 wheel vehicles are classified as motorcycles as well. Adding a sidecar to a 2 wheel motorcycle would not automatically make it an automobile.
