If they're too skinny (just wooden pole without filling) then it doesn't have an outline similar enough to humans, so it won't trick the birds. Additionally, it's actually a good thing that it breaks down over time and needs replacing or patching up. Because if you leave the same thing in the same place for 5 years it will have literally no effect anymore.
Last thing! I've heard of another approach that some use: they buy a fake plastic crow, a cage, and then place the fake crow in the cage and on its back. For crows, it'll look like a crow that was trapped and murdered. And most will not be keen on finding out who/what did that to a fellow crow. Even if they do, since it's in a cage they cannot touch it. If they were able to touch it, they would muuuuch faster figure out that it's fake. The smarter ones will eventually figure it out because it doesn't smell like crow nor decay, but it likely takes them a while. And they'll figure out the scarecrow after a while too, so yeah..
