Yeah, the age of consent is 16, but the person is still underage and an adult can't have any sexual relationship with them. If they do and people knows about it, local policemen will be really interested why would an adult to have sex with a kid, there still will be an investigation and so on until the teen is confirm the fact that they were agree. The same goes with a teen pregnancy. As soon as the girl in the hospital, doctors report about teen pregnancy and then, obviously, an investigation is started. As a person from Russia, I can explain how it works in my country, I think the same thing happens in Poland. Yeah, the age of consent is 16, but the person is still underage and an adult can't have any sexual relationship with them. If they do and people knows about it, local policemen will be really interested why would an adult to have sex with a kid, there still will be an investigation and so on until the teen is confirm the fact that they were agree. The same goes with a teen pregnancy. As soon as the girl in the hospital, doctors report about teen pregnancy and then, obviously, an investigation is started. So nope, 17 and 28 is not legal in Russia for sure
