I know exactly what you're saying - it's so rare to find the bass notes so isolated like that! I remember an old DJ Shadow interview where he said the hardest parts to find for The Private Press were bass samples.

I wonder where the siren came from, possibly the Chem Bros themselves
It’s one of the MCs from a 1982 Grand Wizard Theodore set yelling ‘hooo’ (in classic “somebody in the house say ‘hooo’” fashion) but the tape recording/monitor is so blown out that it ends up sounding like a siren
(Pretty sure it was used to similar effect on “Hold My Liquor” by Kanye West)

Well the literal “block rockin beats” sample came from a rapper, Schoolly D. The Big beat genre has roots in hip hop.
