The moderators failed.
If a person fails to answer a question, the mike should turn off, and they should repeat the question.
Ability to understand and answer a question is a major part of a debate.
In that regard, Trump failed.
But the moderators allowed Trump to exploit the same psychology he has been using all along:
People tend to assume the one talking constantly, loudly, and boldly, is in charge.
What he says, what sense it makes, whether it is true, does not matter.
Joe was trying to recall facts, speak truthfully, and that takes concentration.
Trump was reciting memorized lies rather than answering questions.
Of course he could spout off quickly.
The moderators failed, so rather than the debate showing competitive flexibility and intellect, it allowed the bully to appear confident.
