how does the collet gets tightened? does it needs compressed air?

Mine wont even let me insert that thing in there to twist it off

There is a pin you can remove from the tool to allow it to move over the collet nut if you have a tool stuck in the collet. I assume the pin installed to the removal tool is for in there is no stuck part in the collet
