Special meanings ? If you mean so the words can be deciphered when reception of the letters on weak radios are being used maybe . The letters were assigned certain words known internationally ! Like the word or letter Y= Yankee doesn't sound like the letter H=Hotel which could have been assigned the confusing word HANKIE .
