One problem with cost oriented enterprises like some public utilities is they are already confused as to what should be optimized. As such, we really need to think harder around the mathematics of co-market mechanisms to create incentives around that problem. People need incentives, but so do public utilities, and so do aggregates of organizations that deal with crazy governments like Texas that corrupt everything to preserve unethhical crony accumulation.
