Or maybe some bots are visiting your videos and raising only view count (not clicking anything nor watching skippable ads/commercials)? Have you enabled all different types of ads for your videos (Overlay ads, Sponsored cards and Skippable video ads)?

The amount of views don't matter...it's how many ads you put in your videos and how many people watch the whole video and actually see the ads. (The amount of views DOES matter but 1 view could get you $0.01 while another one could get you $0.05

It all depends on Watch time, from which country you are watching because some country's have a cheaper Ads and lower CPM!
