No, this is actually quite smart. You have to read the table. Phil is short stacked, just did a small re-buy for the revenge. He is tilted. Very likely to go all-in in the next turn, bluff or real. You have to make assessment, are you going to handle that all-in with Q10, or pick a next battle? He made a wise choice to let that tilting round go by.
I've played enough poker to know if someone at the table constantly is owning you, just stop playing them. Something in poker that doesn't make sense at all, but it is absolutely a thing.
