I suspect, without knowing the facts he didn't have his seat belt on and probably leaned out to either reach a low mailbox, or maybe to pick up a dropped letter, yhays when he fell partially out, his foot came off the brake, leaning out,off balance he couldn't steer, and in attempting to brake he probably hit the accelerator instead.
At 0:09 you can see that he had something in his hand that he dropped on the road. Likely a cell phone or possibly a PDT (parcel barcode) scanner. He definitely wasn't wearing a seatbelt.
You're also not supposed to drive with the door open. When the door is closed there's a big window to lean through, but you can lean out further if you just leave the door open. Plus it cools off those aluminum ovens, and you don't have a window edge pushing into your side. But driving without a seatbelt and with the door open, you're guaranteed to eventually lean out just a little too far and fall. This dude literally removed every barrier to that happening. What probably happened is that he started leaning out at the very beginning of the video, then for whatever reason loses his footing already by 0:01, probably because he leaned off the seat just a little too far. He may jerk the steering wheel or hit the gas by accident while he's trying to steady himself and stay in the truck, but already by 0:02, he's probably fallen away from touching the controls, and it's pulling left on its own because mail trucks are 30 year old vehicles that drive like shit. Already by 0:03, he's halfway out the door, nowhere near the controls, just trying not to fall out. At 0:04, he's fallen out and is being dragged. He's lucky he didn't fall under the truck and get run over.

Rural Carriers can deliver with the doors open, it has to be less than 500 feet between mailboxes, doors must be closed before crossing any intersection, and I believe the speed is not to exceed 25MPH, but we can deliver with the doors open.
It wasn't a phone, it was his scanner. He shouldn't have been looking at it while moving, he was going too fast to have the door open, he didn't have his hazards on, and he should always have his seat belt on while moving no matter what!
I received a claims check for a package lost by the USPS. If that happened, I would immediately contact USPS with a certified notarized letter, gave them 1 week to respond, then went to a lawyer and had the lawyer contact to collect on his fees, complete vehicle testing for frame damage, repair or full replacement of vehicle based on certified testing, re-sodding of grass, re-coating the damaged driveway, and anguish of only having one available vehicle road-safe felt by the family or take them to court and demand even more if they refuse to pay up. FYI - delaying is a tactic in hopes people drop pursuing reimbursement for damages or hope the person(s) have the repairs done themselves so they can lie and say there was "no damage" and they can "prove it" as the damage is gone, then they have a lawyer send a bill over consulting fees. Don't EVER get your vehicle fixed until they pay up and don't EVER let them choose the mechanic shop for repairs, as they will choose the worst & cheapest scam mechanic in the area.

our scanners look like cell phones. they tell us how many pacakages are at the next address. but we're not supposed to use them or address the next package until weve arrived, parked and engaged the ebrake. ill tell you though, no one does that. you start getting the next package or mail ready right away. which isn't a problem most of the time because you're only going two or three miles per hour.. but things like this can occur I guess

get a lawyer, sue for all damages plus legal fees. when they don't pay up go to the judge and ask if you can go to the PO in question and seize assets. they will very likely pay up that day. you should not have to do all of this but they clearly just don't care to pay their bills and make it right.

Sometimes carriers dont, they are pushed by management to do more more more in les less less time and if you have to put it on and take it off many times a day that takes time so some carriers not wanting to be hassled try to save time by not messing with them

It's tough to beat the USPS, which has unlimited financial resources. They don't care if you sue them.
You have to file a claim and go through the administrative process first. The court will not hear your lawsuit until you do.
