Highlight tone priority increases the minimum useable ISO so that it can underexpose with a slightly lower ISO. In raw you can do the same just by simple underexposure and suitable adjustments in post. Generally if shooting jpeg I would use auto lighting for shadows and D+ for highlights.
The difference is it will only underexpose if it needs to. Shadows can more easily be brought back while blown out highlights you can't do anything with. Overall highlight tone priority is a great setting.

On my canon R7, in P mode, there is no problem setting both features, highlight tone priority and light optimizer, to Enabled at the same time.
Interesting! This must be a new thing. None of my Canon cameras (7DII, 5DS-R, RP and R6) can have both enabled.

Hi, yes these filters affect video as well. The difference is, for Highlight Tone Priority, you can only use D+ and not D+2

No, it only works with jpeg. You need to use the Highlight Tone Priority for RAW.
