The cow meat thing mentioned by urooj is exaggerated, there are cases of lynching muslims on beef suspicion to create fear among the community still you will get beef in many parts of india but you have to do some searching. It is frowned upon for sure and if you are a hindu and eat beef, prepare to be outcasted(or don't let anyone know). Come to kerala for beef with security, their films have songs about how tasty the beef curry is .
Whole North East and South India (especially Kerala) eat cow meat. So in your North East you easily get beef. And many Bollywood celebrities (Hindu too) eat beef.
