I always liked to think that Lorgar used that priestly, politician manner he was so skilled in, and spoke gently, and calmly, trying to get Kharn to see it from his side, and commiserate with him on what he did to Angron. That he believed it truly necessary to save his brother. And then, at the end, with that sarcastic, icy tone, offered him Argel Tal's killer's name. Because even Lorgar was displeased with what happened to Argel.
He has a point in saying that he is less in pain now than before though. Sure though, incredible pain is less than unimaginable pain but it's not joyous, i agree.
Lorgar sees power as a net positive no matter from where it comes from. People like him are precisely why the Emperor was so paranoid about telling anyone about Chaos.

His own desire to have Angron "alive" outweighs any consideration that Angron himself desires death. In Lorgar's mind, he hasn't just saved Angron from dying, but also given him a reason to live by serving Khorne as Lorgar serves chaos.
