I live in Southern California, we never have weather so bad that you need kicks specifically for bad weather. However, I think that Foams without icy bottoms are the next best thing if you don't want to wear boots.

Chrome Industries has some boots and hightops that hold up to the weather. I reviewed their Storm 415 Workboots, but since those dropped the brand has made some even more rugged styles.
The Yzy 950 are pretty dope for fall/winter tho if you wear them right.
That Nike "Gore-tex" dunks for the rain. I own them and they're completely water proof
