    I trust China. On the other hand, I absolutely wouldn't trust someone like the US. Look at actions, not words, and China is infinitely wiser, trustworthy, and considerate of human rights and development.

      Obama Administration was caught eavesdropping on Merkels phone. And then it happened to Macron. After that, US and Denmark were caught stealing information on all its allies just 2 years ago. So, I would definitely trust China.

    Yes because, China did not destroy millions of homes in the Middle East , in Cuba, in Guatemala, in Afghanistan , did not have 366 biolabs and 300 military bases all over the world.

    The West has continued to underestimate China's ingenuity and resourcefulness. The inability to innovate is a completely outdated notion vis a vis China. They were so very much behind due to years of ill-conceived campaigns and revolutions. With Deng Xiaoping, in the 80's, the trajectory changed with an emphasis on learning from the West. Over the years millions of students have acquired skills in Western institutions, so it is absolutely no surprise that they have brought the knowledge back home. Yes they have acquired proprietary information from foreign companies, but that was the cost of doing business to access the innumerable Chinese consumers which total 1.4 billion. It is a give and take and the American stock holders in companies like Tesla, GM and Apple have done incredibly well since the majority of their business is in China. You are spot on in terms of values, China emphasizes the welfare of community and society as a whole, while the West emphasizes individual rights over that of and sometimes at the expense of society!

    Use of AI in the West are motivated as first priority by profit, whereas in China they are driven by the tackling the challenges confronting them now and the future. Hence, development and applications of AI are very must centre around National interests for the corporations, society and national security.

      You are not aware of PRISM? AI is the technology used in PRISM according to Edward Snowdon.
      ps. I studied in the US in the 1980s, and worked in Europe in the 2000s. During those periods, I truly believe Americans, and to a lesser extent, Europeans, were confident and not petty mindedness. But in the last 1 -2 decades, the socio-political climate has changed. Led by their MSM, the US and EU have now become very "protective" of their formerly dominant position in the world, and view other competitive societies as "threats" to be contained or hindered from progressing to a level on par with them. This paranoid view of perceived rivals meant that we are very likely to see a "COLD WAR 2.0" coming, where the West falls into a mentality that considers other "big countries", like Russia (land size) and China (economy size), with a "zero-sum" calculus in their interactions.

      @@davout5775 China uses AI in most of the mass public services, such health care, education, in schools, security, transportation, law enforcement, utilities services, crises management, agriculture, infrastructures management, finance service, and many more. Example in the health care, patients can walk into a cubicle and get connected to a virtual doctor for consultation. The cubicle has some basic diagnostic devices such as blood pressure, temperature, facial organ assessment, etc . On completion of consultation the virtual doctor will give advise and issue prescription on patient' s phone . The patient could then purchase the medication through venting machines or buy it on line, the medication will deliver to the patients address as indicated. Alternatively, a patient can consult a virtual doctor online, get advise and purchase medications on line.
      Another example, the subway lines are monitored on the ridership traffic condition and driverless trains are deployed according to traffic volume. AI help manage the resources against demands. The objective of AI in China application is optimal service with just the right amount of resources with use of virtual smart managers or experts.

    Yes, I trust China for one reason. AI is focused to solve society's problems especially China's. For the West, especially US, much of the AI is in military arms race, to maintain hegemony. There is a need for international community to come together to set up code of ethics and administration of AI..

      China cares. China will listen to feedback and make adjustments or corrections as needed if necessary. But China will ignore the purposeful anti-China propaganda and continue goes forward in new developments.

    What we are seeing here is a China building step by step the society of the future. A society envisaged in science fictions for a long time, is now slowly evolving in front of our eyes. China is building it brick by brick, from technology, skills and knowledge, boundary of behavior, legal framework etc. There are no other country doing it this systematically. A few countries may have more advanced technology. But none will have the societal eco system.

      @@D.2601 The way you judge issue is very naive and pathetic. Look at China map of Qing Dynasty and compare with the existing - China is currently smaller. How can that be "expansionist"?
      The correct question to ask is why China lost those border lands to its neighbouring countries - dig at the history and the answer is crystal clear!
      The best thing was all the border issues had been resolved diplomatically and peacefully. Only a few recalcitrant nations (i.e. US lapdogs) refused to resolve the border issues once and for all, but making every lopsided demands to further complicate and escalating / prolonging the issue.
      How could China ONLY be faulted in a multi-claim zone whereby the other party is completely right? This is double std & hypocrisy!
      That's how you look at issues NOT by hearsay without the brain functioning. It's shameful in 21st century where most of the people have tertiary education.

    AI is unstoppable, the advantage it brings is game changing. The biggest feature of AI now is pattern recognition, the things that are impossible or insurmountable because the human resource required is now possible and game changing. Surveillance, exception identification, decision support, data search, modelling ...... things that used to take so much computing power and complexity is now done so much more easily through inference and deep learning. I used to write AI program like Diagnostic programs that depend on decision trees and later using fuzzy logic and it is super tedious and limited by my own knowledge. The new deep learning or machine learning program were beyond the hardware capabilities of my days, these are revolutionary time in human machine integration.

    It is very valuable of you to notice the difference of priotity toward humankind between China-EU-USA. China is a large country of a very large populayion with many peoples, its core values treasures solidarity, compromise and harmony. USA is a country of individuals, where freedom and democracy pivots on individual interests. EU is somewhere between. However, social is human, this is the primary feature of human kind. Who to believe is very easy to figure out. USA is out of the question.

    Also, my guess is that China has long-term plans and can afford to develop new technologies without having to immediately push it onto the market which is often the case with western tech companies. So I wouldn't be surprised if China suddenly has very advanced microchip manufacturing capabilities.

    Actually China is already one of biggest chip manufacturers in the world, surpassing the US. In fact east Asia is the biggest and the most advanced chip manufacturers in the world. However China is currently able to produce 28nm and 14nm chips, whereas the high end semiconductor chips of 5nm and below are produced in Chinese Taipei and South Korea. But these 5nm chips are needed in smart phones. In other industries 28nm and 14nm chips are needed and China is now quite self sufficient in producing these chips.
    China is currently going into graphene based chips and photonic chips, in the near future they may dominate the production of these chips that are far more superior than silicon based chips. They may not need ASML equipment to produce these new graphene based chips, so even ASML may face bankruptcy in the near future.

      China makes plenty of chips, but are almost all for domestic consumption only.
      The problem is that uniformly not only are the fab and chip technologies very old(several generations, going back over 10 years), they also perform poorly compared to similar nm technology elsewhere. You can argue that in the end all that counts is that the chip works no badly how badly it performs, but that limits their usage outside of China. Maybe it can be argued that as long as the chips are all sold and used, but it also means lower profits, value and eventually will become obsolete quicker.

    The West is now predominantly a service economy the exception being Germany who never deindustrialized to the extent of the USA and the UK . It's a well known fact that innovation comes from the factory floor and the West exported the factory floor to China a long time ago .

    Many people have try to say at the end Christians, Muslims, Hindus and Jews all worship the same god some how most religious people will never accept this concept. Another thing is trust goes deeper than codes of conduct the question is can we trust China. Thanks for mentioning the most important question of "if we want to trust China." In the current climate we are moving towards an opposite direction.

    Brilliant observation and a well thought out presentation. Yes, we can trust China as an AI superpower. China is fundamentally a peace loving country. Since WWII, despite periodic small scale border skirmishes with its neighbours, China has only been involved in 2 significant conflicts, namely the Vietnam war and Korean War. For the most part, China has adopted a Laissez-faire attitude towards international affairs. In contrast, US is constantly seeking and provoking conflicts everywhere. Being the main driver in NATO, US has drawn Europe into many of its conflicts, most notably the recent war in Ukraine which is essentially a proxy war between US and Russia. In conclusion, of the 3 leading AI superpowers, China is probably the best bet for the future good of the world.

    Historically, the West has utilized new technologies for military or imperialistic purposes before finding broader applications. The West primarily used gunpowder to create weapons of war, such as cannons and firearms, allowing Western powers to expand their military capabilities and exert dominance over other regions through conquest and colonization of the Americas, Africa, and Asia. The steam engine was instrumental in expanding colonial empires, as steam-powered ships facilitated easier transportation of goods and troops, enabling Western powers to exploit resources and establish control over distant territories. The first use of nuclear technology was dropping atomic bombs on the Japanese cities of Hiroshima and Nagasaki in 1945. The same pattern will emerge with AI. The CHIPS Act, high-end chips, and EUV sanctions imply that the US is already working on the weaponization of AI.
    Following its historical pattern, China will mainly use AI for commercial and peaceful purposes. Papermaking revolutionized communication, education, and record-keeping, spreading knowledge and culture. Gunpowder was used for fireworks. The compass was adapted for navigational purposes, allowing for more accurate sea travel and exploration. Printing facilitated the dissemination of information, literature, and art, contributing to cultural exchange and education. Porcelain was highly prized both domestically and internationally as a luxury item and a symbol of Chinese craftsmanship. Silk was one of the most valuable commodities traded along the Silk Road and played a significant role in China's economy and diplomacy.

    You clearly stated that fair to the collective may mean unfair treatments to a few infividuals. However, does fair to each individuals translaye to frairness to the collective, or soes it matter? Does not being fair to the collective hinder wellness of the collective such as in the fight against covid?

      I am not a philosopher or anything close but have the following thoughts:
      A collective is a summation of all the individuals in it, plus whatever emergent effects out of this summation/ integration. A policy aiming to benefit the collective must nominally also benefit all the individuals if the objectives/ goals of all the individuals are aligned. If a person is the collective, the cells are the individuals. A policy to improve health of the person may hurt come muscle cells and clearly requires adjustment. If one focus on the person (the collective) you will eventually reduce the amount of exercise as one realizes hurting muscle cells (individuals) also hurt the person. From the other end, focusing on the muscle cells will also lead to adjustment if one does not forget about the person. Thus, the debate on whether one should till towards the collective or the individual is a distraction as the necessary assumption is that no adjustments will be made. However, I would suggest that starting from the individual end may have the risk of missing the needs of the emergent properties of the collective.
      In the scenario that interest/ goals of certain individuals are not aligned with that of the collective, the adjustment must include subduing these individuals. Continuing the person as the collective analogy, bacteria cells or cancer cells would represent individuals whose goals/ objectives are not aligned with the collective. These individuals must be eliminated as there is no scenario in living with these cells and improving health. If not done, the obvious result is the demise of the person (collective) which is obviously not acceptable.
      Allowing tennis stars or super rich people to be exempted from laws will build up discontent among others and eventually lead to the decline and fracture of society. This may be what we are seeing the West.

      Both are true. The issue is that being fair to the collective can be misuswd to target and hurt specific individuals. The opposite is also true. Individual human rights should be basic rights, but when individuals harm the collective, that should not be a right either. The issue is often to how to define the limits.

    People from EU and China are much more family oriented then us individually.
