I always think there’s a direct correlation between how good shape her voice is in with her use of legato or staccato. Personally I hate the staccato, particularly post 2000 as it always sounds like she’s having a bad vocal day. Legato is a beautiful singing technique that sounds professional and skilled.
Stacatto is very difficult to do well, what you don't like is not the stacatto itself but that she usually does that to skip sustained notes and also it usually comes with a raspy voice cause, as you said, she usually does that in bad vocal days, I'm sure those stacatto notes would sound outsanding if that wasn't the reason.

I love staccato because it is like more dramatic and adds more emotion but legato is very fluid and we barely hear that nowadays so idk which one to choose but she does both flawlessly!
