i personally would have ranked fort merit safety: 4/5 lots of guards and commanders (held back by being a part of hive so its all around danger surrounding the place) accessibility: 1/5 its all the way at the EDGE of the eastern Luminant and they pretty much start off hating you so it could be a pain living there overall its a 5/10 not the best there is other options like probably being safer at miners landing which is also closer

And if you don't know the way through the roof, well, your funeral. Gotta get through tons of threshers, probably even king one. After you wash your face, it's actually pretty easy. You can go to King's garden and rush to the fountain, guards won't be able to catch up. If you have audience, that wouldn't even be a problem. Celtor's accessibility is easily 5/5, nothing easier than to die in the Luminant. Safety is -3/5, Celtor guards can't do shit, there are always watchers, monsters and you are constantly losing your mind. It is not easy, sure, but that's the easiest way. But I think if Deepwoken players SAO'd into DW verse, most of them would be too scared to even leave the Etrean Luminant, let alone explore Aratel.

greathive is not very accessible considering you either need to be born there, or wash your face in a temple infested with threshers to get there
If I was on my protagonist timing I would go vigils since its a place where you learn to fight and get stronger, but if I am a civilian then imma go hive.

isles would be the best. Accessibility is not always a good thing. Like how China was secluded from the world, so it barely had any problems until later

You forgot about voidwalkers being able to tp to places like isle of vigils and hive making them both have -1 point in safety
voidwalkers npcs in the game sucks compared to the people guarding you there in vigils like maestro

The absolute best place to live is greathive due to it being the easiest place to get to since you just need to wash your face and also the fact that they just want to make a big tree so that when the world floods again everyone could just live in the big tree house
