JC was right, I mean it looked like tin foil! Cecil was supposed to be a cheapskate; it was mentioned in the first season by his secretary he ate peanut butter and jelly sandwhiches for lunch. And then when Alexis first moved into the ColbyCo offices, it was noted for its cheap and drab furnishings (which would then factor into the Adam trying to poison Jeff storyline). Unlike Blake, Cecil was so rich and powerful he didn't have a need to show it off.
