Yes these are foreign migrant workers in Korea. Many of them are from Southeast asia such as cambodia, vietnam, philippines and some countries in south asia like sri lanka and bangladesh. These jobs are called 3D(dirty, dangerous and difficult), typically Koreans don't take these jobs so they allow foreigners to take it instead.
