As of the 19th of Feburary 2024 you no longer need Edgars Ruse, and therefore do not need the Goutweed, you just talk to the Oneiromancer and you'll get the (herb) vial.

@@GuggasPT either youre missing something like a quest req or its a bug and you have to contact jagex support
