The Director of the motor vehicle department can’t manufacture laws on his own and can’t direct the police department to make arrests.

Charges can be dismissed for a lot of different reasons. But that does not mean that the reason for dismissal doesn't matter. This sargent is ignorant.
I agree. This is why qualified immunity should be removed period. He has to have consequence for actions or he will just keep doing it.

There's a bit more to this one from memory. The previously dismissed charges were for a more serious trespass statute. Really they went for a higher charge than what the evidence provided for and hence it was facially insufficient.
