It not about best both have different purpose MBA is general management degree which help to work in business management positions or create your on business. On the other hand MS is more of in depth study of business administration ideally for people who wants to further do PHD in it or teach other management. As per today's market MBA has wider scope and MS has narrow scope.

GMAT and sometimes university apna khudka exam leti ha like IBA is a top business uni after LUMS. IBA has it's own exam but LUMS needs GMAT.
