Correct. 2A is an additional restriction on Federal power to infringe on our natural right. Also, since it is part of the Federal constitution, it's not applicable to the States. ZERO is the number of Federal gun control schemes authorized under the constitution. Since "regulating" firearms was not a delegated power to the Federal government, which means it's retained by the States. I’m an ardent 2A supporter and generally tend toward trusting “the people.” However because there are enough nuts around, I support continuing restrictions on RBC weapons. We’re the world not a dangerous place I’d prefer the government couldn’t have them either.
Note while we’ve yet to see terrorists use nukes (even Tehran only threatens) but worldwide we’ve seen both biological weapons and chemical weapons used against the people by both terrorists and governments.
