Improving the W3C workflow: defining incubation

The main goal of web standards is interoperability. Standards must work across multiple implementations; otherwise, they fail users. At the W3C 2024 member meeting, Chris stated that while the web inherently supports interoperability across various systems and devices, new ideas or APIs don’t initially focus on this. The purpose of initial incubation is to explore possibilities rather than solve the problem immediately.
