I've spent a lot of time talking to candidates at university career fairs and reviewing resumes. If you are about to graduate from university and you have passed the FE, it's more than likely that I'll be moving your resume towards the top of the list. And if you haven't taken it yet, then schedule the exam and write that you have it scheduled on your resume.

From what I am seeing I am not sure. From what I found to begin, you must have earned a bachelor's or master's degree in engineering from an ABET-accredited institution. ABET certification ensures that a college or university program satisfies the quality requirements of the profession for which it teaches students. Check with your state though because I know Washington has many exceptions to this rule. ncees.org/exams/fe-exam/
I already have 7 years of working experience as a wet utility (civil) engineer. Can I get to give PE exam or I need to start with FE? Can you explain about PE exam as well?
It depends on which state you are in. For NC you must have 20 years of working experience. You can use this website to figure out how many years your state requires. ncees.org/exams/pe-exam/#north-carolina
