Steam Humidifier in Large Rooftop Unit

Steam humidifier is piped directly to the building steam boilers that are also used for heating the building.

It is actually working correctly. It puts steam into the airstream to humidify the space below.

You nailed it. Steam is piped to the same boilers that heat the building.
