Missile pre-launch notifications as a risk reduction tool

  • In regions with fragile security dynamics, missile tests and space launches may be viewed as provocative or risk being misperceived as an attack in a crisis. Pre-launch notification regimes may help minimise these risks through information-sharing, and some states have subscribed to bilateral or multilateral agreements.
    In this discussion, panellists consider how selected existing pre-launch notifications regimes came to be, and the key factors that allowed for their successful negotiation. They evaluate those regimes’ successes and shortcomings and consider the prospects for negotiating further binding bilateral or multilateral pre-launch notification agreements among nuclear-weapons-possessing states.
