I can see why. But remember: Joss did confirm that she meant it, so use that and add your own theory as to why she didn't say anything. To me, at that moment Buffy realized that she confessed (including to herself) to loving him too late... Spike is going to die and he doesn't believe her. She's stunned by that realization. Also, the comics kinda makes up for that. Buffy and Spike start a real relationship and there's an "I love you too" ending this time.
Buffy wouldn't just say "I love you," just because he was dying. That's not her and she wouldn't do that. She meant it. She was in love with him. Spike saying "no you don't" was to make it easy on her moving on, because he wasn't going to be around to love her back. And prior to that, Buffy chose to spend her last night with him. ❤ Spike knows deep down that she does love him. It's too bad it took that long for her to say it😔
