There IS an art to tuning one of these things... You cant simply fire it up and set the mixture needle to max RPMs. The fuel tank, and fuel system, on these things are pressurized by a hose tap coming from the exhaust, because they lack a fuel pump, and the "tune" changes with the fuel level in the tank and the RPMs at which the engine turns. The engine starts out very rich in the beginning, then as the fuel level in the tank starts to go down the engine leans out more and more as the level goes down. It takes some experience to learn how much to account for this, and the beginners will usually burn up an engine or two before they get good at it.

It's to help you cope with the problem. Usually it works fairly well. I don't know if the tether cars use this though

There isn't a whole lot of mass... it's usually just piano wire or anything else that's good under tension. People have used fishing line. There is a wire grading system for each speed class. I'm always more impressed with the RPM those tiny motors and wheels reach.
