"apply for nursing in Finland" could mean applying for a job in any of the different jobs, which need different qualifications in the nursings category. It could also mean applying for a study program in healthcare in nursing.
Most jobs in the nursing category need registered recognized qualifications, since that is a legal requirement for licensed professions.
Only some nursing assistant/ practical nursing kind jobs might be possible without licensing. Since in healthcare it is very important to be able to communicate with customers and others, local language skills are essential.
To overcome this, many foreigners go through a process where they first study Finnish and update their knowledge and skills to match local healthcare practices, before they move to their work places.
