You can get it from Mondstadt chests or from Nakano, a npc at Ritou in Inazuma

It’s the passive where it buffs the skill dmg based on sigewinne’s max HP. But i still use healing bonus bc, well, she’s a healer
It's the BoL passive from getting her sourcewater droplets
