I've been up there a lot during the fog, and it's always too high (fog level at the top of the towers, aka about the height of hawk hill itself). Perhaps I'm always just unlucky...I've since figured I won't bother getting out of bed unless I can hear the fog horns blowing (I sometimes stay near the bridge in SF).
After a couple of years of study, I've come to the very technical conclusion that it's a crap shoot. It can happen anytime of the year and can change very quickly. I've been up there when it was too high and then watched it drop to below the top of towers within a few of minutes. Like you said, the sound of fog horns is a great indicator because it means 1) there is fog and 2) it's low.

Yes, I was using a Nikon D90 DSLR. If I recall correctly, I had a 3 Stop, soft edge ND filter.
This is great. Are you using a DSLR to film this? Are you graduated filter to prevent the sun from washing out the image?
