Maybe not, Cory Barlog said when they were writing the first game they realized they had written the second game as well so that piece is already way past done. They could maybe turn something out in 3 years now that they have a path to follow.
The way they built the world bridge always made me suspect they may have built or at least partially designed some of the worlds not visited in the first game. If that's the case then they needed to carry on with that work and sort out the story to give reasons for visiting those worlds.
