- Burgess puts together a clever trap to get a prime suspect.
Season 5 Episode 11 "Confidential"
Voight restricts Halstead to desk duty, and orders him to go see a psychologist. Burgess' confidential informant reveals a possible murder which Burgess discounts but Upton pursues, revealing a corpse which ultimately leads to a prostitution ring. Upton and Burgess butt heads on how to handle confidential informants. Wrapping the stressful case sees Burgess turn to her former lover Ruzek.

Full neighbourhood in close range of the car, what If they miss the tyre or hit the alloy and it deflects off and into a window of a house or into a passerby. Also if they can't prove the driver has a weapon and are in immediate danger, they can't legally fire a shot.

The point is if the driver trys to run you over while you approach the car you are prepared to return lethal force. You don't have cause to use lethal force on someone who is reversing away from you.....
