Yes, I would just beat the whipped cream a little longer when you are making it from scratch. Just keep in mind it'll still be whipped cream, not frosting so it's going to have a consistency. No - butter comes fro cream skimmed of milk. Cream is fat(butter) and buttermilk. Milk evaported is concentrated milk = ideal milk.
it's just milk lacking some water. You need a lot of fat to make butter

If you don't have a can of evaporated milk you can take 2 cups of whole milk and boil down to a cup that works as well and its cheaper
