The Delhi High Court has refused to interfere on the petition of a man seeking to use black films on his car windows on medical grounds. Vipul Gambhir, the petitioner, suffers from a rare genetic disorder caused by UV rays.
The court observed that there are technologies available, by which an individual, who is suffering from a disorder caused by UV rays, can easily protect himself. The use of the tinted glasses beyond permissible limits is banned due to security reasons.
The court, however, said that it was neither passing any order nor was it inclined to give any relief on the plea seeking direction to authorities not to take any step against the petitioner for using solar control film in his car.
Gambhir told court that doctors asked him to use black film after his condition deteriorated due to exposure to UV radiation.
The Ministry of Road Transport and Highways in response to Gambhir’s plea said that people suffering from such disorders can use cream, sunshed and protective clothing easily available in the market.
Thank you so much sir for covering this topic. I had an argument with one my friend over allowance of 70% film in Noida area. People still don't know these things and get their car applied with black film as soon as they purchase brand new car.

Rules should be one for all. There should not be any discrimination between normal or vip people. What govt want to say that vip people always feel danger. They should also follow the rules which are always forced on normal people.

Mostly people have it. Even IAS, PCS, IPS officers, judges, politicians who don't have z or z plus security. Only common man is harmed by these silly laws. In TATA ace, auto, tempo and other loaders you can't even see 1% of what is in front of that vehicle. Isn't that a safety hazard? It is not allowed for any VIP only those who have a credible threat.

How come traffic police come to know that film is installed after market or by the manufacturer?
Manufacturer film install nai krte, glass ko hi green tint wali bnate. Or aftermarket me glass ke upar film lgate. Police wale blade se easily pta lga lete film lgi hai ya nai glass pe

If tinted glass are used in the car but not driven the car, only parked by the side of the road. Will it be illegal or legal?
Because in Goa, the judge ordered the police to returned the fined money to the petitioner when a traffic police fine a parked car during the night and paste the challen on the car and locked the tire.
The car owner filed a case and the judge said the police cannot fined a car or vehicle when it was parked and locked and no driver in the car.
Please answer for this question.

It's prohibited to apply film parked or not, if it's on the road or even in your garage-technically you are at fault and hence liable for penal action.

Sir if this is illegal then how all the government officials vehicles, example RAS, IAS people have white curtains on there windows. They are not vvips with z or z+ security.

Let me point out at the outset itself that the Supreme Court has banned all kinds of black films on car windows. This means that you can’t have any type of film attached or affixed or pasted to any of your car windows irrespective of how much percentage of light is blocked or permitted.

India is not exactly a country that ranks low in crime. Add insurgency/naxalism/terrorism to that. Therefore this ban has been implemented as a deterrent against use of vehicles for crime/terrorism.
