I think it actually depends on the nature of your work. I started out as a general VA, doing social media scheduling and I was doing packages. I've niched down into serving indie authors, so an hourly rate makes more sense because I'm doing different things for different clients, based on their needs, and the time it takes to do those things are all over the place. In addition, indie authors, in particular, tend to be more cash-strapped so having an hourly rate is less scary for them. :)
So just to be sure I’m understanding right. You said “sell some packages of hourly rates” so if they ask me how I’d like to be paid would I say hourly and then track how long it takes me to do the tasks given, then charge? Or would I say hourly in a monthly retainer, how many hours of work would you like? I feel like using the second method wouldn’t work as the client may assume it would take only “such and such” amount of time when in fact it takes me longer?
I have 10 and 20 hours packages (if they pay 20 hours the price per hour is a little lower). My plan is to have packages for email marketing campaigns as I move forward as a specialist on that area. But I'm still learning how long does that take.

You might consider estimating and then adding a buffer in the event it takes a little longer than estimated. Communication with the client is key to manage expectations.
