Kimberly needs her anti-air back, Manon needs *all kinds of buffs* (perhaps a dodge that dodges throws, attacks and all specials and supers if timed right and perhaps can get her behind you), Dhalsim needs buffs in damage and perhaps a bit of speed... Ryu needs faster hadokens and *way* quicker activation of Dejin Charge and I think those are the only four I see that really needs buffs.
Dhalsim, statistically speaking, has the highest winrate in the entire game right now if you look at all the sample data out there for 1700+MR. Not sure this is the direction you want to move into considering how he eventually became top 2 in SFV without anyone noticing until the very end. Ryu doesn't need a better fireball game, he's already got a fine one, just either give him even more damage to make him the powerhouse he's supposed to be in opposition to his rushdown counterpart or give him stronger oki options. Denjin Charge is fine as it is; it's supposed to be a sacrifice in your pressure to get it, not just a freebie. Kimberly also has a very balanced winrate right now at 1700+and mostly just loses to strong rushdown options, such as Cammy, Ken, and Rashid as well as strong all-rounders like Juri and Luke. Manon is definitely in need of some buffs though but I'm not sure giving her an AKI reversal is the play.
Dude, Ryu hits harder than Ken. Honestly? Ryu's only issue is that the other two shotos in the game are top 3, so there is no reason to play him.
When Ken and Puke get a bat to the knee, and we know it is coming, you'll start seeing Ryu more. At least until Akuma comes out and is as broken as every other version of him has been.
