As I recall from mine the control tower didn't actually have a floor; it was more of a scenery piece. I do have one but can't find my lower deck; but what an amazing gift and that person that gave you them is awesome for doing so.

But with Steve's gift of these buildings, I can honestly say I saw it first after seeing you with these after I made the journey from my house to Steve's track. Did not question you on the details.
